4.7.1 State Government Funding
The Tasmanian Government provides
financial assistance to registered non-government schools
under the following schemes:
General Educational Grant Scheme
General Educational Grant Scheme provides per
capita funding to registered non-government schools on the basis of funding
available and the number of full-time equivalent students enrolled at the time
of census.
Student Assistance Scheme
Student
Assistance Scheme provides financial assistance to
government and non-government schools and colleges to cover
the cost of school books and compulsory school levies for
eligible students.
Spectacles
The State
Government also provides financial assistance to cover the
cost of the supply of spectacles to students who require
them and whose parents are eligible to participate in the
Student Assistance Scheme.
NOTE:
The Loan Interest Subsidy Scheme has been replaced
by the Capital Assistance Scheme which is jointly
administered by the Catholic Education Office and the
Association of Independent Schools Tasmania.

4.7.2 Commonwealth Government
Funding
Most groups establishing schools seek
Commonwealth as well as State Government funding. With the
abolition of the New Schools Policy and the introduction of
new legislation to take effect from 1 January 1997, a new or
changing school must undergo a primary assessment of
registration by the Schools Registration Board in Tasmania.
Eligibility
Non-government schools commencing or changing their
operations on or after 1 January 1997 will be eligible for
Commonwealth General Recurrent Grants contingent upon
providing:
- evidence of State/Territory registration as a
non-government school for a particular level of education
being offered at a particular location;
- evidence of non-profit status, and, for non-systemic
schools, incorporation of the approved authority of the
school;
- information on total private recurrent and capital
income from fees and other sources, numbers of teachers by
primary and secondary level, cost of teacher salaries and
number of students by primary, junior secondary and senior
secondary level to enable the Commonwealth to assess a
funding category;
- for non-systemic schools, a signed agreement to
provide standard accountability documentation to the
Commonwealth as required (systemic schools are covered by
the system agreement); and
- a statutory declaration of enrolments.
