Introduction
Sections 55 and 56 of the
Education Act 1994
require that the registration of a school be reviewed by the
Schools Registration Board:
55–(1) To ensure that
a school is complying with any standards determined by the
Minister in relation to the matters specified in Section
53, the Registration Board is to arrange for a review of a
registered school to be carried out at least once before
its registration ceases or is renewed.
56–(1) The
Registration Board may arrange for the inspection of any
registered school for general purposes and before a review
of a school is carried out.
The matter of renewal of registration shall be
determined, under normal circumstances, at least six months
before the expiry of the previous registration.
In the case of a newly registered school, this review may
be the first opportunity that the Board has of assessing the
actual school against the required standards and it should
be accepted by schools that the initial registration is in
the nature of a provisional registration until this review
is carried out.

4.2.1 Procedures for Review of Registration
Appointment of
Panel
Six
months before the expiry of registration of a school (nine
months for a newly registered school), the Board shall
appoint a three-person Review Panel chaired by a member of
the Board. Other members of the Review Panel will be
mutually acceptable to both the school and the Board, but
shall not have a direct concern with the school as a member
of the body responsible for the school, a staff member, or a
parent.
School Visit
The officers shall arrange for
the school authorities to provide up-to-date information on
the matters listed in Section 53–(1) of the Act and shall
prepare a report for the Review Panel. Basic information

Registration of a Non-Government School.
The Panel shall arrange for two or more of its members to
visit the school while it is in session. The information
supplied by the school, the report prepared by the officers
and the results of its own visit to the school shall be
considered by the Panel.
Report on Review
The
Review Panel shall prepare a report and a recommendation for
the Board. If at this stage the Review Panel is not agreed
on a recommendation for renewal of registration, the
problems identified by members shall be discussed further
with the school authorities before a final report and
recommendation is prepared for the Board.

SRB Consideration
of Report
At
least six months before the expiry of the previous
registration the Board shall consider the Review Panel’s
report and recommendation and make a decision on the
recommendation.
Non-Acceptance of
Report
If
the Board is not prepared to accept the Review Panel’s
recommendation the Board should consider the information
provided by the school, the officers’ report, the report of
the Review Panel, and the report of the visit to the school
and if necessary:
-
seek further
information;
- arrange further visits
or an inspection under Section 56 of the
Act; or
- ask representatives of
the school authorities to meet with the Board before a
final determination is made.
Where it is recommended that renewal of registration of
the school shall not be granted and this recommendation is
accepted by the Board, or where after all other action ((a)
– (c) above) has been taken, the Board determines that the
registration shall not be renewed, the school authorities
shall be informed by the Board of the decision that it has
forwarded to the Minister.

Acceptance of
Report
Where
it is recommended that renewal of registration of the school
be granted and this recommendation is accepted by the Board,
the renewal of registration shall be for a period of up to
six (6) years from the beginning of the next academic year.
If the Board has agreed to renewal of registration but is
concerned about some aspects of the school in relation to
matters in Section 53–(1) of the Act, the school shall be
informed of those matters causing concern and that special
consideration will be given to those matters in any
subsequent review.
Conclusion of
Process
A
copy of a report of the review and the determination of the
Board shall be submitted to the Minister and provided to the
school in all cases.
